MINUTES OF THE REGULAR MEETING OF CCRWD#2
The regular meeting of the Board of Directors of the Rural Water District No. 2 of Cass County, Nebraska was held at 108 So. 4th Street, Elmwood, Nebraska on the 12th day of July 2018 at 7:30 p.m. Present were, Don Edwards, Ted Retzlaff, Eric Towle, Todd Hall, Travis Isaacs, Martha Rhoades, Manager Dale Miller and Assistant Manager Troy Callaway. John Wagoner, and Tina Douglas were absent from the meeting.
Notice of the meeting was given in advance thereof by newspaper publication and posting at the District Office, two of the designated methods of giving notice, as shown by the Affidavit of Publication (Certificate of Posting Notice) attached to these minutes. Notice of this meeting and an agenda were emailed to the Chairman and all members of the Board and is attached to the minutes. All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public.
President –President Don Edwards called the meeting to order at 7:30 p.m.
Minutes were approved as distributed.
Treasurer’s Report: The treasurer’s report was emailed to Board Members in advance for approval. Motion made to accept the reports and pay the bills. Motion carried unanimously.
Assistant Manager’s Report: On June 15th Troy took a final read for #473 at 1700 North 129th Court.
Troy tightened a valve on a propane tank at well #3 that was leaking on June 18th. Rick from Layne was also here and tested well #1. The first sample was taken. Rick returned on the 19th and took the second sample. Samples came back negative on the 22nd.
Meters were read on June 25th.
Troy changed the line on the chlorinator on June 27th. At the wellhouse. The line had a split.
Troy was on vacation July 2nd through July 6th.
On July 9th Troy sprayed for weeds at the Murdock pit and some valve stacks so they don’t get hit by people mowing.
Routine samples were taken on July 10th at Brad Backemeyer’s and the Walton Post Office.
Troy has also been busy doing locates and pit checks.
Administrative Assistant’s Report: – 15 delinquent letters were mailed on June 11th with a June 21st shut off date. Money has been received by all.
Don Edwards – The District has advertised in the Omaha World Herald and The Voice News. Both papers will run the ad for two weeks. At this time the District has received resumes for four possible candidates. The Interview Committee interviewed all four candidates on the 9th and 10th of July. Two of the four candidates currently have their Level Four License and one will be taking the exam for their Level Three this fall. Further advancement in the interview/hiring process is tabled.
Manager’s Report: —
OLD BUSINESS:
- Hwy 63 Rebore & Blowout ~ Terry Kerns and Dale walked the area in question and found that the line in only 17 inches deep. The line should be five feet deep.
- Managers Position ~ *See Above under Don Edwards heading.
- Well #1 ~ Well #1 is pumping at 370 rpm and the samples were all negative.
NEW BUSINESS:
- Bulk Water Sales ~ Recommended by Dale and Troy – The rate should be set at $5.00 per thousand gallons. Purchaser is responsible for providing meter and backflow protection for our system.
- Approve #791 at 4255 N. 178th Street and #792 at 5002 Woodland Hills Drive ~ Todd Hall moved to approve the applications for #791 and #792. Seconded by Ted Retzlaff. Motion carried.
