MINUTES OF THE REGULAR MEETING OF CCRWD#2
The regular meeting of the Board of Directors of the Rural Water District No. 2 of Cass County, Nebraska was held at 108 So. 4th Street, Elmwood, Nebraska on the 12th day of March 2026 at 7:30 p.m. Present were Don Edwards, John Wagoner, Ted Retzlaff, Martha Rhoades, Bill Ross, Manager Mark Hogue and Assistant Manager Troy Callaway. Not in attendance Travis Isaacs, Kiel Lawrence
Notice of the meeting was given in advance thereof by newspaper publication and posting at the District Office, two of the designated methods of giving notice, as shown by the Affidavit of Publication
(Certificate of Posting Notice) attached to these minutes. Notice of this meeting and an agenda were emailed to the Chairman and all members of the Board and are attached to the minutes. All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public.
Chairman Don Edwards called the meeting to order at 7:31 p.m. and he announced the open meetings act is posted on the wall in the office.
Guests – Mark Patton w/ Cass County Our Water Our Future discussed Lincoln’s Water 2.0 project and possible impacts on Cass county villages and rural water.

February meeting minutes distributed and approved. No changes or corrections.
Treasurer’s Report – Review by Treasurer John and Manager Mark. Motion to approve financials made by Bill- 2nd John, Roll call vote taken. Motion approved 5-0.
Assistant Manager’s Report – Troy Callaway – Monthly drawdowns, performed utility locates, conducted daily well inspections, and recorded chlorine residuals throughout the month, and collected required monthly water samples. Troy and Mark read meters on February 24, 2026.
Office Report – As of March 9th, 18 customers remained on the late payment list. If payment is not received by Jan. 15th, calls will be made and disconnect notices will be sent. Customer billing statements were previously mailed on February 25, 2026.
Manager’s Report -Mark Hogue
OLD BUSINESS
Adams well site. Easement/option to buy sent 8/7/25. No new info.
Well site 226th & Fletcher. Easement/option to purchase approved 2/11/26
Well 2. Easement/option to purchase approved 2/11/26. Well site approved by DWEE 3-9-26.
Master Plan (draft complete). Mark has not met w/ USDA.
NEW BUSINESS
Test well sites have been inspected and denied. The sites are now under further review for variances by DWEE engineering. Well #2 approved 3-9-26
General discussion about future developments. To be reviewed at a later meeting.
Human resources discussion. Martha to inquire/contact Sherri Wimes on interest and possible visit with the board. May or June 2026?
