MINUTES OF THE REGULAR MEETING OF CCRWD#2
The regular meeting of the Board of Directors of the Rural Water District No. 2 of Cass County, Nebraska was held at 108 So. 4th Street, Elmwood, Nebraska on the 8th day of January 2026 at 7:30 p.m. Present were Don Edwards, John Wagoner, Ted Retzlaff, Travis Isaacs, Martha Rhoades, Bill Ross, Kiel Lawrence, Manager Mark Hogue and Assistant Manager Troy Callaway.
Notice of the meeting was given in advance thereof by newspaper publication and posting at the District Office, two of the designated methods of giving notice, as shown by the Affidavit of Publication
(Certificate of Posting Notice) attached to these minutes. Notice of this meeting and an agenda were emailed to the Chairman and all members of the Board and are attached to the minutes. All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public.
Chairman Don Edwards called the meeting to order at 7:30 p.m. and he announced the open meetings act is posted on the wall in the office.
December meeting minutes distributed and approved.
Treasurer’s Report – Review by Treasurer John and Manager Mark. Motion to approve financials made by Martha – 2nd Kiel, Roll Call Vote. Motion approved 7-0.
Assistant Manager’s Report – Troy Callaway – Performed utility locates, conducted daily well inspections, and recorded chlorine residuals throughout the month. He collected monthly water samples, He and Jeff worked with contractors to find our water mains on Adams and Mckelvie. Troy and Mark read meters on December 22, 2025.
Office Report – As of Jan. 6th, 14 customers remained on the late payment list. If payment is not received by Jan. 15th, disconnect notices will be sent. Customer billing statements were previously mailed on December 23, 2025.

OLD BUSINESS
Adams well site. Easement/option to buy sent 8/7/25.
Well site 226th & Fletcher. Easement/option to purchase sent 3/3/25. Mickle farms won’t discuss it until 2026.

Master Plan (draft complete). Mark to contact USDA and try to meet in person.
NEW BUSINESS
2025 water loss report. Mark touched on winter month usage, newer meters, new miu’s and acceptable range for water loss.
Annual district dinner scheduled for March 6th @6:30.
Riverstone CD renewed for 11mo. @ 3.55%
Review by the board of water rate increase starting 4-1-2026. This was previously voted on and is moving forward.
