MINUTES OF THE REGULAR MEETING OF CCRWD#2
The regular meeting of the Board of Directors of the Rural Water District No. 2 of Cass County, Nebraska was held at 108 So. 4th Street, Elmwood, Nebraska on the 9th day of April 2026 at 7:30 p.m. Present were Don Edwards, John Wagoner, Ted Retzlaff, Travis Isaacs, Martha Rhoades, Bill Ross, Kiel Lawrence, Manager Mark Hogue and Assistant Manager Troy Callaway.
Notice of the meeting was given in advance thereof by newspaper publication and posting at the District Office, two of the designated methods of giving notice, as shown by the Affidavit of Publication
(Certificate of Posting Notice) attached to these minutes. Notice of this meeting and an agenda were emailed to the Chairman and all members of the Board and are attached to the minutes. All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public.
Chairman Don Edwards called the meeting to order at 7:30 p.m. and he announced the open meetings act is posted on the wall in the office.
Guests – Lengemann and Associates presented the 2025 Audit.
March meeting minutes distributed and approved. No changes or corrections.
Treasurer’s Report – Review by Treasurer John and Manager Mark. Noted that the district has 2 CD’s maturing. Motion to approve financials made by Martha – 2nd Travis, Roll call vote taken. Motion approved 7-0.
Assistant Manager’s Report – Troy Callaway – Monthly drawdowns, performed utility locates, conducted daily well inspections, and recorded chlorine residuals throughout the month, and collected required monthly water samples. Troy and Mark read meters on February 24, 2026.
Office Report – As of April 9th, 18 customers remained on the late payment list. If payment is not received by Jan. 15th, calls will be made and disconnect notices will be sent. Customer billing statements were previously mailed on March 25, 2026.

Adams well site. Easement/option to buy sent 8/7/25. Alan has been talking with the owner’s attorney..
Well site 226th & Fletcher. Easement/option to purchase approved 2/11/26. Well site approved by DWEE 3-20-26. Waiting for test well to be drilled
Well 2. Easement/option to purchase approved 2/11/26. Well site approved by DWEE 3-9-26. Waiting for test well to be drilled.
Master Plan (draft complete). Mark will continue to make contact w/ USDA.
Future Residential Development/rules/restrictions. Tabled
HR update. Sherri Wimes was contacted by Martha about internships, part time clerk, and future job postings.
NEW BUSINESS
Motion to approve the Request for service @ 20209 Jenny Ln. corner of 202 & Holdrege based on the engineer study showing current capacity at this location made by Ted – 2nd Martha, Roll call vote taken. Motion approved 7-0
