MINUTES OF THE REGULAR MEETING OF CCRWD#2
The regular meeting of the Board of Directors of the Rural Water District No. 2 of Cass County, Nebraska was held at 108 So. 4th Street, Elmwood, Nebraska on the 11th day of February 2026 at 7:30 p.m. Present were Don Edwards, John Wagoner, Ted Retzlaff, Martha Rhoades, Bill Ross, Kiel Lawrence, Manager Mark Hogue and Assistant Manager Troy Callaway. Not in attendance Travis Isaacs
Notice of the meeting was given in advance thereof by newspaper publication and posting at the District Office, two of the designated methods of giving notice, as shown by the Affidavit of Publication
(Certificate of Posting Notice) attached to these minutes. Notice of this meeting and an agenda were emailed to the Chairman and all members of the Board and are attached to the minutes. All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public.
Chairman Don Edwards called the meeting to order at 7:30 p.m. and he announced the open meetings act is posted on the wall in the office.
Guests – Mark Patton w/ Cass County Our Water Our Future to discuss Lincoln’s Water 2.0 project rescheduled until next month.
Tom Mueller and Engineer Joe Brakenhoff with E&A Consulting. Discussion for development at 162nd and Hwy 34 and request for a possible line extension to serve the development.
January meeting minutes distributed and approved. No changes or corrections.
Treasurer’s Report – Review by Treasurer John and Manager Mark. Motion to approve financials made by Martha – 2nd Kiel, Roll call vote taken. Motion approved 6-0.
Assistant Manager’s Report – Troy Callaway – Performed utility locates, conducted daily well inspections, and recorded chlorine residuals throughout the month. He collected monthly water samples, He and Jeff worked with contractors to find our water mains on Adams and Mckelvie. Troy and Mark read meters on January 26, 2026.
Office Report – As of Feb. 9th, 12 customers remained on the late payment list. If payment is not received by Jan. 15th, calls will be made and disconnect notices will be sent. Customer billing statements were previously mailed on January 27, 2026.

OLD BUSINESS
Adams well site. No progress.
Well site 226th & Fletcher. Easement/option to purchase sent 3/3/25. Met w/ Mickle 1-15-26. Board review of counter offer.
Well 2. Easement/option to purchase sent 3/3/25. Met w/ Mickle 1-15-26. Board review of counter offer.
Motion to approve the counteroffer of $200,000 for the easement with option to purchase from Mickle Farms, including four (4) parcels totaling 27.63 acres located at 226th and Fletcher Ave. Motion made by Ted – 2nd Martha. Roll call vote taken. Motion approved, 6–0.
Master Plan (draft complete). Mark has not met w/ USDA.

NEW BUSINESS
All Neptune V1 Miu’s are replaced. The district operator worked hard to replace 70 Miu’s since the beginning of the year to complete this project.
Development on 162nd and O St. in Lancaster’s water district.
Motion to deny the request for a water main extension to serve a proposed 25-unit development by Tom Mueller at 162th Street and Highway 34 in Lancaster County. Motion made by Martha – 2nd by John. Roll call vote taken. Motion carried, 6–0.
