MINUTES OF THE REGULAR MEETING OF CCRWD#2
The regular meeting of the Board of Directors of the Rural Water District No. 2 of Cass County, Nebraska was held at 108 So. 4th Street, Elmwood, Nebraska on the 8th day of May 2025 at 7:30 p.m. Present were Don Edwards, John Wagoner, Ted Retzlaff, Travis Isaacs, Bill Ross, Manager Mark Hogue and Assistant Manager Troy Callaway. Not in attendance Martha Rhoades and Kiel Lawrence, .
Notice of the meeting was given in advance thereof by newspaper publication and posting at the District Office, two of the designated methods of giving notice, as shown by the Affidavit of Publication
(Certificate of Posting Notice) attached to these minutes. Notice of this meeting and an agenda were emailed to the Chairman and all members of the Board and are attached to the minutes. All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public.
Chairman Don Edwards called the meeting to order at 7:30 p.m. and he announced the open meetings act is posted on the wall in the office.
Guest – Village of Elmwood Board Members Renea and Tony along with village employees Alicia and Kevin came to discuss a possible rural water connection.
April meeting minutes distributed and approved no corrections.
Treasurer’s Report – Review by Mark and Treasurer John. A Motion to take $26,000 from UBT CD that is maturing (approx. $126,000) move to the checking account and reinvest the remaining in a CD made by John – 2nd Travis, Roll Call Vote. Motion approved 5-0. Motion to approve financials made by Ted – 2nd John, Roll Call Vote. Motion approved 5-0
Assistant Manager’s Report – Troy Callaway – Performed utility locates, daily well checks, and recorded chlorine residuals each day. Conducted well drawdown tests on May 1st. Collected monthly water samples. Completed meter readings with Mark on April 22, 2025.
Office Report – Two customers remain on the late payment list; disconnect notices will be issued if payment is not received by May 15th. Customer billing statements were sent on April 24, 2025.

Still working on the Master Plan draft.
The Village of Elmwood is seeking a rural water connection with the district. Noted in Guest section above.
Mark shared info. from Randy @ NERWA on municipal and commercial rates based off the size of the meter. Motion to change rates for commercial and municipal customers based on meter size using the multiplier supplied by NERWA made by Ted – 2nd Travis, Roll Call Vote. Motion approved 5-0.
