MINUTES OF THE REGULAR MEETING OF CCRWD#2
The regular meeting of the Board of Directors of the Rural Water District No. 2 of Cass County, Nebraska was held at 108 So. 4th Street, Elmwood, Nebraska on the 12th day of September 2019 at 7:30 p.m. Present were, Don Edwards, John Wagoner, Ted Retzlaff, Eric Towle, Martha Rhoades, Manager Mark Hogue, Assistant Manager Troy Callaway, Operator in Charge Dale Miller and Office Manager Tina Douglas.
Notice of the meeting was given in advance thereof by newspaper publication and posting at the DistrictOffice, two of the designated methods of giving notice, as shown by the Affidavit of Publication (Certificateof Posting Notice) attached to these minutes. Notice of this meeting and an agenda were emailed to the Chairman and all members of the Board and is attached to the minutes. All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public.
President -President Don Edwards called the meeting to order at 7:30 p.m.
Minutes were approved as distributed.
Treasurer’s Report: Eric Towle moved to accept the treasurer’s report and to pay the bills. Seconded by Ted Retzlaff. Motion carried.
Assistant Manager’s Report: Assistant Manager Troy Callaway reported that on August 13th he took our routine samples. The first sample was taken at Stock Seed Farm and the second sample was taken at Christian Tree Service. Both samples came back negative.
On August 15th a boring company hit the 4” main located near Murdock.
On August 21st Well #3 went down again. Luke from Layne was here to look at it and reported that he found burnt and melted pieces inside.
Troy and Mark replaced three miu’s that weren’t reading correctly on August 26th Meters were read on August 27th.
Two miu’s were replaced and one new miu was installed on September 4th.
Routine samples were taken on September 9th. The first sample was taken at Brian Douglas’s home and the second at Don Edwards home. Both samples came back negative.
Kerns was able to dig out both sides of the road for the bore of the new water service for Midwest Farmers COOP on September 9th.
Kerns returned on September 10th and finished the bore for the install. The pit is in and the clean out has been installed.
Two more miu’s that haven’t been reading correctly were replaced on September 12th. Busy doing locates and some pit checks.
Office Manager’s Report: – 14 delinquent letters were mailed on August 8th with an August 21st shut off date. Money has been received by all.

OLD BUSINESS:
Waiting on appraisals for 10″ main project~ Nothing new right now.
Unused Meter Pits ~ Written notification is being sent for removal of unused meter pits.
Water Loss = Lost Revenue – Have not resolved this issue yet
Creek Crossings ~ We are waiting to bore the two creek crossings until crops have been harvested.
NEW BUSINESS:
Well #3 ~ The samples for well #3 came back negative. After we started the pump, we found that the VFD is fried also. It can’t be repaired or reused. Our only option is replacement. It appears that the damage has been caused by a lightning strike. Mark is working with our insurance company and has filed a claim for damages.
Horizon CD – Horizon has been called. They don’t seem to want to negotiate a higher interest rate. Mark will look into banks that are willing to offer a higher rate.
Neptune Software – Still waiting for updated software.
Truck ~ We received the new pickup. Mark is working with Harris Decals to have
CCRWD2 logos made for the pickups.
Budget Meeting ~ Budget meeting has been scheduled for Monday, October 7th at 7:30m
am at the District Office.
