MINUTES OF THE REGULAR MEETING OF CCRWD#2

The regular meeting of the Board of Directors of the Rural Water District No. 2 of Cass County, Nebraska was held at 108 So. 4th Street, Elmwood, Nebraska on the 13th day of September 2018 at 7:30 p.m.  Present were, Don Edwards, John Wagoner, Ted Retzlaff, Eric Towle, Todd Hall, Martha Rhoades, Manager Dale Miller, Assistant Manager Troy Callaway and Office Manager Tina Douglas.  Travis Isaacs was absent from the meeting.

                Notice of the meeting was given in advance thereof by newspaper publication and posting at the District Office, two of the designated methods of giving notice, as shown by the Affidavit of Publication (Certificate of Posting Notice) attached to these minutes.  Notice of this meeting and an agenda were emailed to the Chairman and all members of the Board and is attached to the minutes.  All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public. 

Mark Houge was introduced to the entire Board of Directors and staff at 7:30 p.m. for the final round of interviews for the Manager’s position.

President –President Don Edwards called the meeting to order at 7:53 p.m. 

                Minutes were approved as distributed.

Treasurer’s ReportThe treasurer’s report will be presented to the Board at a later date due to computer difficulties.  Motion made to accept the reports and pay the bills.  Motion carried unanimously. 

Assistant Manager’s Report:         On August 14th Troy replaced parts in the chlorinator motor at the well house along with a new tube and injector.

                Troy changed out a meter at Carl Althouse’s property on August 21st.  The bottom of the meter was broken.  He also replaced the regulator. 

                On august 22nd Troy installed a new service at 4255 North 178th.

                Meters were read on August 27th.

                Troy installed a new service on August 29th at 5002 Woodland Hills.  He also installed a new service at 1337 Shire Lane on August 30th.

                Troy was on vacation September 3rd through September 7th.

                Jason from Kuhl did a pressure test at the new main that was installed for the new development at 178th.  The pressure test passed.

                Kerns tried to find our 2” main off 190th for a new service.

                On September 11th Troy took another sample on well #3.  We haven’t received the test results yet.

                Kerns returned to again look for our main.  The line was located, and the new service is installed and ready.

                On September 12th Kerns was here to start a new project at South Meadows for the new line extension.

                On September 13th Kerns returned to work on the line extension and the new service was installed.  Samples were taken, and we are awaiting the results before we put the meter into service.

                Troy has also been busy doing locates and pit checks.

Administrative Assistant’s Report:  – 15 delinquent letters were mailed on August 10th with an August 23rd shut off date.  Money has been received by all. 

Manager’s Report:  —

                OLD BUSINESS:

  1. Well #3 ~ We are waiting for the results on the last sample.
  2. Website ~ Requested information has been sent to website developers.  Will have more information on start date soon.
  3. Budget Committee Date ~ Don Edwards, John Wagoner, Travis Isaacs and staff will meet at the office on October 8th at 7:30 am.

NEW BUSINESS:

  1. Approve #795 Buel South Meadows ~ John Wagoner moved to accept the application for service for #796.  Ted Retlaff seconded.  Motion carried.
  2. Donation to NRWA ~ A donation in the amount of $200 will be sent to the NRWA for their continuous help to our district.

                Regular meeting adjourned at 8:15 p.m.

Terry Kuhl was introduced to the entire Board of Directors and staff at 8:16 p.m. for the final round of interviews for the Manager’s position.

The Board of Directors met in Executive session at 8:50 p.m.
