MINUTES OF THE
REGULAR MEETING OF CCRWD#2

The regular meeting of
the Board of Directors of the Rural Water District No. 2 of Cass County, Nebraska
was held at 108 So. 4th Street, Elmwood, Nebraska on the 8th day
of November 2018
at 7:30 p.m.
Present were, Don Edwards, Ted Retzlaff, Eric Towle, Todd Hall, Travis
Isaacs, Martha Rhoades, Manager Dale Miller, Assistant Manager Troy Callaway
and Office Manager Tina Douglas.  John
Wagoner was absent from the meeting.

                Notice of the meeting was given in advance thereof by
newspaper publication and posting at the District Office, two of the designated
methods of giving notice, as shown by the Affidavit of Publication (Certificate
of Posting Notice) attached to these minutes.
Notice of this meeting and an agenda were emailed to the Chairman and
all members of the Board and is attached to the minutes.  All proceedings hereafter shown were taken
while the convened meeting was open to the attendance of the public. 

President –President Don
Edwards called the meeting to order at 7:30 p.m. 

                Minutes were approved as distributed.

Treasurer’s
Report
Ted
Retzlaff presented the treasures report.
Dale informed the Board of Directors that he renewed one of the
Districts CD’s at American Exchange Bank for a higher interest rate.  With the Boards permission, Dale would like
to cash out one of the Districts CD’s from State Farm.  We would pay a penalty for cashing out early
but will make up for it with a higher interest rate.  Travis Isaacs moved to accept the treasurers
report and to pay the bills.  Seconded by
Eric Towle.  Motion carried. 

Assistant Manager’s
Report:
        On October 23rd Troy replaced
an miu at Carr’s home in Eagle.

                Meters were read on October 24th

                Troy took CL to the wellhouse on October 25th.

                On October 26th Terry Kuhl from Lancaster
came out with their locator to get depths on hwy 63 at Bluff Road where we
bored the new line.  Because of the
minimal depth the line will have to be re-bored.

                Troy took drawdowns on November 1st and
reported that everything is looking really good.

                On November 5th Troy changed out the
injector at the wellhouse.  This is part
of monthly maintenance. 

                Troy replaced a pit and put the meter back in at
19219 Adams Street.  He also installed a
new service outside of Eagle for a new home off Trinity Drive.

                Routine samples were taken on November 8th
at Don Edwards home and Brian Douglas’s home.

                Troy has also been busy doing locates and pit checks.

Administrative
Assistant’s Report:
 – 28 delinquent letters were mailed on October
10th with an October 23rd shut off date.  Money has been received by all. 

Manager’s Report:  —

                OLD BUSINESS:

  1. Bulk Water
    Sales ~
    Travis
    Isaacs moved to discontinue bulk water sales until further notice.  Seconded by Martha Rhoades.  One abstention.  Motion carried.
  2. 10” Main ~
    We have the
    permit and the review fee has been sent to the Nebraska Department of
    Health.  Our next step in to acquire easements. 
  3. CD Rates ~
    *See Above –
    Treasurers report.
  4. Budget ~ Budget to be approved at
    December meeting.
  5. Dales
    Surgery ~
    Dale
    will be having back surgery sometime around the end of 2018 – beginning of
    2019.  He will be off for approximately four
    to six weeks.
  6. SCADA ~ Tabled

NEW BUSINESS:

  1. Employee
    Evaluations ~
    Dale performed employee evaluations for Troy and Tina.  The Board was sent an employee evaluation
    form for Dale.

meeting adjourned at 8:04 p.m.

The
Board of Directors met in Executive session at 8:04 p.m.
