MINUTES OF THE REGULAR MEETING OF CCRWD#2
The regular meeting of the Board of Directors of the Rural Water District No. 2 of Cass County, Nebraska was held at 108 So. 4th Street, Elmwood, Nebraska on the 10th day of October 2019 at 7:30 p.m. Present were, Don Edwards, John Wagoner, Ted Retzlaff, Eric Towle, Travis Isaacs, Martha Rhoades, Manager Mark Hogue, Operator in Charge Dale Miller and Office Manager Tina Douglas. Assistant Manager Troy Callaway was absent from the meeting.
Notice of the meeting was given in advance thereof by newspaper publication and posting at the District Office, two of the designated methods of giving notice, as shown by the Affidavit of Publication (Certificate of Posting Notice) attached to these minutes. Notice of this meeting and an agenda were emailed to the Chairman and all members of the Board and is attached to the minutes. All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public.
President –President Don Edwards called the meeting to order at 7:30 p.m.
Minutes were approved as distributed.
Treasurer’s Report: Ted Retzlaff moved to accept the treasurer’s report and to pay the bills. Seconded by Travis Isaacs. Motion carried.
Office Manager’s Report: – 13 delinquent letters were mailed on September 9th with a September 24th shut off date. Money has been received by all.
62 letters have been mailed to customers concerning pull meter notices due to non-usage.
91 letters have been mailed to the Woodland Hills area customers informing them that a position on the Board of Directors is open and they are encouraged to send in their resume for consideration.
Manager’s Report: —
OLD BUSINESS:
Appraisals for 10″ main project ~ Appraisals are finally finished. We will be sending
updated offers to landowners for their consideration.
Water Loss= Lost Revenue – Nothing new.
Creek Crossings ~ We are still waiting to bore the two creek crossings until crops have been harvested.
NEW BUSINESS:
CD’s at Horizon and American Exchange have reached maturity. ~ Mark negotiated
a better interest rate for both CD’s at 2.3%.
Resolution for signatory cards ~ Ted Retzlaff moved to adopt Resolution 10-10-19,
which states that Dale Miller, previous Manager, will be removed from all signatory cards involving any negotiations or banking practices at all banking institutions used by the District. Seconded by Martha Rhoades. Motion carried.
Travis Isaacs moved to add that Resolution 10-10-19 shall also state that Cass County Rural Water District 2 shall retain Chairman Don Edwards, Vice Chairman John Wagner and Treasurer/Secretary Ted Retzlaff as designated signatories and to add current Manager Mark Hogue Jr. as a signatory at all banking institutions used by the District. Seconded by Ted Retzlaff. Motion to
accept Resolution 10-10-19 carried.
Budget Meeting – The 2020 budget meeting has been rescheduled for 8:00 am, Monday,
October 21st
Neptune Software ~ Lori, from Municipal Supply, was here today and installed the new
Neptune Software. A trial run, with the new Omnis program and the new Neptune program, has been performed and we are hoping that October’s readings will go well
USDA Loan – The USDA is offering low interest loans to water districts for large
projects. Mark will investigate the details of the loan and report his findings to the Board.
Board Opening ~ As stated in the Office Managers report, the letters to the Woodland
Hills area customers have been mailed. We have not had a response yet. If there is a lack of response from the Woodland Hills area before the November meeting, then a second letter will be mailed to the entire District.
