MINUTES OF THE REGULAR MEETING OF CCRWD#2

The regular meeting of the Board of Directors of the Rural Water District No. 2 of Cass County, Nebraska was held at 108 So. 4th Street, Elmwood, Nebraska on the 10th day of May 2018 at 7:30 p.m.  Present were, Don Edwards, Ted Retzlaff, Todd Hall, Martha Rhoades, Manager Dale Miller, Assistant Manager Troy Callaway and Office Manager Tina Douglas.  John Wagoner, Eric Towle, and Travis Isaacs were absent from the meeting.

Notice of the meeting was given in advance thereof by newspaper publication and posting at the District Office, two of the designated methods of giving notice, as shown by the Affidavit of Publication (Certificate of Posting Notice) attached to these minutes.  Notice of this meeting and an agenda were emailed to the Chairman and all members of the Board and is attached to the minutes.  All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public.

Representatives for Bartlett and West were here to present the Board of Directors with prospective outlook for the future of Cass County Rural Water District 2.

President –President Don Edwards called the meeting to order at 8:48 p.m.

Minutes were approved as distributed.

Treasurer’s ReportTreasurer Ted Retzlaff presented the treasurer’s report.  Todd Hall moved to accept the Treasurer’s report and pay the bills.  Seconded by Martha Rhodes.  Motion carried.

Assistant Manager’s Report:           On May 16th Kerns came out and started on the Hwy 43 project to tie the two-inch main together and bore the creek.  Kerns was back on the 21st to pressure test the new line.  A leak was found on the line and was dug up and repaired.  Kerns returned on the 22nd to again pressure test the line and it held.  Samples were then taken.  Kerns sampled the lines again on the 23rd.

Troy read meters on May 23rd.

On May 29th Troy repaired an miu pole that was broken off in Walton.  He also put notes on doors for the emergency response list.

Kerns finished up the project on Hwy 43 and the line was put back into service.

On May 31st Troy change out the CL at the well house.  He also measured the crop damage that occurred when we tied in the new lines on Hwy 43.  He then checked on a possible leak on Adams Street.  Leak was confirmed but is on the customers side.

On June 4th Troy performed draw downs.  Everything is holding steady.

On June 5th a routine sample was taken at Brian Douglas’s home which came back negative.

On June 6th Larry Kuhl bored the new line under 176th Street for the new development.  Layne was also here to prepare to have well #1 reinstalled.

A new service was installed on June 7th just off of Hwy 43 for Mike Bott.  A second service for Mike Bott was installed on June 8th.

Troy took a final read on June 10th for Dean Douglas.  Larry Kuhl was also here to tie in the new line off 176th and Havelock – Native Grass Estates.

Layne installed the motor for well #1 on June 12th.

On June 13th the new line off of 176th Street was flushed and a sample was taken.  Troy also put a plug in a setter in Walton.

On June 14th Troy took a routine sample and Don Edward’s house.  The line off of 176th Street was flushed a second time and a second sample was also taken.  Troy also replaced a leaking regulator off 148th and O Street.  Layne was also here to pump test well #1 and the first sample was taken.

Troy has also been busy doing locates and pit checks.

Administrative Assistant’s Report:  – 9 delinquent letters were mailed on May 9th with a May 23rd shut off date.  Money has been received by all.

Manager’s Report: 

OLD BUSINESS:

  1. Bott Addition completed ~ Done
  2. Native Grass Estates Addition completed ~ Three lots have already sold, and we will be installing services soon.
  3. Hwy 63 Reimbursement ~ Payment has been received
  4. Well #1 completed ~ Everything has been installed and as soon as samples are completed we will again have all pumps running.
  5. 4” Main rebored under creek on Hwy 43 ~

NEW BUSINESS:

  1. Bulk Water Sales ~
  2. Managers Position Advertising ~ Advertisement for Managers position in local papers…Omaha World Herald, Lincoln Journal Star and Voice News…for two weeks.
  3. Approve #789 and #790 Mike Bott ~ Ted Retzlaff moved to accept the applications for water service for #789 and #790. Seconded by Todd Hall.  Motion carried.
