MINUTES OF THE REGULAR MEETING OF CCRWD#2
The regular meeting of the Board of Directors of the Rural Water District No. 2 of Cass County, Nebraska was held at 108 So. 4th Street, Elmwood, Nebraska on the 10th day of March 2022 at 7:30 p.m. Present were Don Edwards, John Wagoner, Ted Retzlaff, Bill Ross, Martha Rhoades, Travis Isaacs, Assistant Manager Troy Callaway, Manager Mark Hogue. Eric Towle not in attendance

Notice of the meeting was given in advance thereof by newspaper publication and posting at the District Office, two of the designated methods of giving notice, as shown by the Affidavit of Publication (Certificate of Posting Notice) attached to these minutes. Notice of this meeting and an agenda were emailed to the Chairman and all members of the Board and are attached to the minutes. All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public.

Chairman Don Edwards called the meeting to order at 7:30 p.m. and he announced the open meetings act is posted on the wall in the office.
February Meeting Minutes approved as distributed.
Treasurer’s Report: Motion to receive treasurer’s report made by Martha – 2nd John, Roll Call Vote – Motion approved 6-0.

Guest – Alan Wood: His office has been contacted by Eagle’s law firm about an 80 acre development South of highway 34. Just West of The Dollar General Store. Discussed payment to the district for annexation. Nothing needs to be done at this time he will work with Mark and keep the Board updated.

Assistant Manager’s Report – Troy Callaway – Troy has been doing locates, setting gps points on C rd with Mark, worked on water main repair on Holdrege, and helping Mark with bank deposits.

Office Report –1 customer on the late list and will be sent reminders if not paid by the 15th. Customer bills went out on 2-24-22

Manager’s Report – Mark Hogue –
OLD BUSINESS
New policy and letter to contractors to include in future billing. Martha to work with Mark on language in the contractor letter.
Motion to approve by Bill – 2nd Ted to add a $1000 fine per incident to all costs associated with a repair including all labor/materials, flushing and sampling as written in contractor letter.
Annual Dinner will be Friday March 11th 6:00pm @ Quonset.
Cross connection forms sent to customers are coming in and have 334 received
Copper and Lead Rule regulations and service inventory forms sent to customers 99 received

NEW BUSINESS
Lancaster Rural Water latest rate change shared.
USDA loan paperwork updates signed by Chair and Secretary
New service on C road. No additional connection on C rd at this time. Mark will contact potential customer.
