MINUTES OF THE REGULAR MEETING OF CCRWD#2
The regular meeting of the Board of Directors of the Rural Water District No. 2 of Cass County, Nebraska was held at 108 So. 4th Street, Elmwood, Nebraska on the 8th day of December 2022 at 7:30 p.m. Present were Don Edwards, Ted Retzlaff, Bill Ross, Martha Rhoades, Travis Isaacs, Kiel Lawrence, Assistant Manager Troy Callaway, and Manager Mark Hogue. Not in attendance John Wagoner

Notice of the meeting was given in advance thereof by newspaper publication and posting at the District Office, two of the designated methods of giving notice, as shown by the Affidavit of Publication (Certificate of Posting Notice) attached to these minutes. Notice of this meeting and an agenda were emailed to the Chairman and all members of the Board and are attached to the minutes. All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public.

Chairman Don Edwards called the meeting to order at 7:30 p.m. and he announced the open meetings act is posted on the wall in the office

October Meeting Minutes approved as distributed. No corrections
Treasurer’s Report: Explanation/Update on financials by Manager Mark. Motion to approve treasurer’s report by Martha -2nd Travis, Roll Call Vote – Motion approved 6-0.

Assistant Manager’s Report – Troy Callaway – Troy has been working on locates, Working with customers and contractors to replace a meter pit near 148th & O St. Getting things in line to install a new water service on 238th & A St. Also working with a contractor to move a meter pit on Old Cheney. Took monthly routine samples and a Nitrate sample 0.382. Checked and recorded chlorine residual everyday. Read meters on 11-22-22. Troy may have more notes to share at the meeting.

Office Report – 11 customers on the late list District will contact them and they will be sent a reminder if not paid by the 15th. Customer bills went out on 11-23-22.

OLD BUSINESS
Letter to encourage water conservation plus a new rate schedule in January 2023. implement new rates in April 2023
Copper and Lead Rule regulations and service inventory. Jeff is making contact with customers and is 72% complete as of 12/8/22.
Test well agreement Mickle Farms from Alan Wood.

NEW BUSINESS
Rolled two CD’s into one new CD opened up at Frontier @ 4% for 18 mo
Job description done for new water operator position. The job will be posted on Indeed and on Nerwa website.
Long and Short term goals for the District shared with board members.
Annual Board Dinner location and time decided.
