MINUTES OF THE REGULAR MEETING OF CCRWD#2
The regular meeting of the Board of Directors of the Rural Water District No. 2 of Cass County, Nebraska was held at 108 So. 4th Street, Elmwood, Nebraska on the 11th day of July 2024 at 7:30 p.m. Present were Don Edwards, John Wagoner, Ted Retzlaff, Travis Isaacs, Martha Rhoades, Bill Ross, Kiel Lawrence, Assistant Manager Troy Callaway, and Manager Mark Hogue.
Notice of the meeting was given in advance thereof by newspaper publication and posting at the District Office, two of the designated methods of giving notice, as shown by the Affidavit of Publication
(Certificate of Posting Notice) attached to these minutes. Notice of this meeting and an agenda were emailed to the Chairman and all members of the Board and are attached to the minutes. All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public.
Chairman Don Edwards called the meeting to order at 7:30 p.m. and he announced the open meetings act is posted on the wall in the office.
May Meeting Minutes distributed and approved with one minor date correction at the bottom 5-9-24 to 6-13-24.
Treasurer’s Report: Update from manager Mark regarding CDs, and financials. Motion to approve financials made by John -2nd Ted, Roll Call Vote motion approved 7-0
Assistant Manager’s Report – Troy Callaway – Troy has been working on locates, took monthly routine samples and checked and recorded chlorine residual everyday. Read meters on 6-25-24.
Office Report – 10 customers on the late list and a disconnect notice will be sent if not paid by the 15th. Customer bills sent on 6-26-24.
Manager’s Report – Mark Hogue
OLD BUSINESS
Trees are cut down at the Wellhouse and we are still having radio communication issues.
Well #3: The new personality module is installed. Waiting for a new router.
Well #2: We are on a waiting list to have it pulled and the structure assessed via camera. Talked to Sargent and rain issues are slowing down the schedule.
Obsolete Neptune meter reading software. Getting estimates for options.
NEW BUSINESS
District not pursuing a level payment plan option for customers at this time.
Wenzel Dr. Application for Service currently checking capacity with an engineer study.
Kiel, Mark and John will review water rate consideration. They will come back to the board in the future.
Employee Handbook update will be coming out to the board via email. More to come.
